Subject: Penalty Charge Notice Number ____________, issued on (date of issue).

Dear Sir/Madam,

I am writing you to appeal against the above mentioned PCN issued at the location of 10 Downing Street, on the ground that the contravention did not occur.

I have been driving down the streets of the city for last 12 years and have never ever been charged for parking on restricted area or any other offence. The reason of this is because of the high value I have for the traffic rules and regulations. I sincerely follow its principle and wish every individual does the same. I am well aware that it is in the interest of one's safety to follow the traffic rules.

On the day of the incidence, I was on my usual official job of delivering drinking water to one of our client at 10 Downing Street. I parked my vehicle bearing registration number X-1234 on the rear side of our client's office. When I returned 15 minutes later after completing the assignment, I found a parking ticket pasted on the front view mirror of my vehicle. This was something strange for me as this never happened before. Moreover, the place was not even a restricted area for any sort of vehicles.

I also did find any sign of no-parking or pay at machine board in that area. That place is to me is like a second home since I go there thrice every day. I, therefore strongly believe that the traffic personnel might have pasted the parking ticket on my vehicle by mistake. Since I am confident that I am not wrong, and as my driving record is impeccable, I request you to accept my appeal and kindly waive the penalty.

Yours truly,
(Your Name)
